1. | How do I apply for an account for the Air Transport Licensing and Administration System (ATLAS)? |
2. | How do I apply for an account, if I am an agent, acting on behalf of an airline?
Please follow the instructions listed above to register for an account. To act on behalf of an airline, please request the airline to authorise your agency. |
3. | How many accounts do I need, if I am acting on behalf of a few airlines?
An agent can be authorised to act on behalf of several airlines using the same account. There is no need to apply for separate accounts. |
4. | What is the Operating Hours of ATLAS?
The Air Transport Licensing and Administration System (ATLAS) is available to registered users 24x7, except during scheduled system maintenance which CAAS would ensure that the downtime would be kept to minimal. |
5. | What happens if I encounter an error in submitting an application for a permit (AT/Operations) or a licence?
For assistance, please contact the CAAS Air Transport Division for applications relating to AT Permit and Licence, and to contact the CAAS Airworthiness and Flight Operations Division for applications relating to Operations permit. |

Air Transport (AT) Permit | |
1. | What is an AT Permit? |
2. | When do I need to apply for an AT permit?
Applicants should apply for an AT Permit at least 3 working days before the flight.

3. | How can I check the status of my AT Permit application?
Applicants will be notified via email upon approval of the AT Permit. The application status will also be reflected on the ATLAS. |
4. | How do I renew my series AT permit?
The procedure for the renewal of existing series permit under ATLAS is similar to the application of a new permit. Do note that an operator would need to renew their series permit at least 2 weeks before its expiry. Please see the user guide Permit Manual for more information on how to renew series AT permit. |
5. | How do I apply for an express AT permit?
The procedure is similar to the application of a new AT permit. Applicants should note that an express permit must be submitted at least 24 hours before the flight and notify the AT Duty Officer at +65 9833 1775. Please see the user guide Permit Manual for more information on how to apply for an express AT permit. |
6. | What is the lead-time to apply for a permit for non-scheduled journeys?
An application for a normal permit must be submitted at least three working days before the day of the first flight on the (one-way or return) journeys. In special circumstances, an application for an express permit may be submitted at least 24 hours before the one-way or return flight takes place. |

Operations (Ops) Permit | |
1. | What is an operations permit?
An Operations Permit is a safety instrument granted by the Civil Aviation Authority of Singapore for operations to/from Singapore. Foreign Operators must ensure that the aircraft registration numbers for every aircraft flying to / from Singapore are listed in the Operations Permit. Please refer to the Advisory Circular AC FOS-1 for further information. |
2. | When do I need to apply for an operations permit?

3. | What kinds of operations are exempted from the Operations Permit?
Flights of a non-commercial nature (e.g. ferry flights, delivery flights, positioning flights, private flights), diplomatic flights and flights for humanitarian relief / support are exempted from applying for the Operations Permit. However, should the aircraft for such flights not possess a valid Certificate of Airworthiness or has been issued with a Special Flight Permit in lieu of the Certificate of Airworthiness by the State of Registry, a Permit to Fly (PTF) is required from CAAS. Please refer to the website for more details concerning the application for a PTF. |
4. | How do I apply or renew operations permit?
You can renew the Operations Permit by submitting your application thru the ATLAS. Please see the user guide Permit Manual for more information on how to renew the Operations Permit. |
5. | If I have an aircraft that has been diverted to Singapore due to unforeseen circumstances and whereby the final intended destination was not Singapore, do I still need to apply for an Operations Permit?
No. However, you are required to inform the CAAS Air Traffic Services Division of such a diversion. |
6. | How can I check the status of my operations permit application?

7. | How can I clear more aircraft for operations to Singapore?
You can amend the Operations Permit to add more aircraft by submitting your application thru the ATLAS. Please see the user guide Permit Manual for more information on how to amend the Operations Permit. |
8. | Can I submit my aircraft documents via another channel?
The AOC and Operations Specifications must be submitted online thru the ATLAS. If the file size is too big, you can mail / physically submit the documents to our office at the following address: Civil Aviation Authority of Singapore |
9. | What if the Operations Specification is different from ICAO format? And how does ICAO’s Operations Specification look like?
If the Operations Specification differs from the ICAO format, you will only need to provide the relevant pages and not the entire Operations Specification (unless requested by the CAAS officer during the application review stage). |
10. | How do I obtain a Dangerous Goods permit?

11. | How do I enter the aircraft type information?
You may refer to the ICAO website to find the exact name of the aircraft type to be used for ATLAS. |
12. | When do I submit the payment for Operations Permit?
The officers reviewing the application will contact you, and the amount to be paid would be based on the validity period and the number of aircraft. |
13. | How long does it take to process my application for an Operations Permit?
Applicants applying for an Operations Permit may refer to the Advisory Circular FOS-1, Foreign Operator Surveillance Program û Operations Permit, for typical processing times for an application that is supported with complete documentation. |

Licence | |
1. | What is a licence?
Under the Air Navigation (Licensing of Air Services) Regulations, Singapore carriers providing scheduled air services are required to have a licence. The considerations for the grant of licences include (but not limited to) the availability of traffic rights and benefits to the Singapore air hub. |
2. | When do I need to apply for a licence?
Singapore carriers would need to apply for the grant of a new licence at least 6 months before the date of commencement of those services. |
3. | What is the difference between Category A and Category B Licence?
Category A licences are granted for cities with limited traffic rights for a limited duration. Category B licences are granted for cities with unlimited traffic rights, and would remain valid unless it is surrendered, suspended or revoked. |
4. | How can I check the status of my licence application?
Applicants will be notified via email upon approval of their licence. The application status will also be reflected on the ATLAS. |
5. | How do I renew my licence? The procedure for renewal of existing licences under ATLAS is similar to the application of a new licence. A licensee should renew their existing licence at least 6 months before the expiry of the current ATRC licence.
